Wrecked Car, Hurt Thai, Kidnapped Elephant: $15

One drunken buffoon in Thailand: Priceless.

Hey: An Israeli. I've never heard of an Israeli getting in trouble in Pattaya. Well... always a first.

So this fellow is driving drunk, crashes into 3 cars and injures a motorcyclist, flees the scene of the accident on foot. Then, while being pursued by police, picks up a knife, grabs a baby elephant, and threatens it if the police don't leave him alone.
Having called in a hostage-negotiation team, the police eventually offered Ben-Hamo a cigarette and he was then captured while lighting it. The elephant was returned home unscathed.

At his investigation, Ben-Hamo said that he had lost his way from Pattaya to Bangkok. After hitting the other cars he was afraid he would be arrested; he left his car and ran into the woods where he found the elephant. He decided to hold it hostage to avoid being arrested.
Total fine for the incident? 500 baht... $15.

It's a cottage industry for foreigners in Thailand to talk about how they always get cheated and treated like second-class citizens... but it helps to see the other side of the coin as well: Tourists often get away with some of the most outlandish shit that would land any Thai person straight in jail.
