If He Was In Vietnam He Would Have Been Dead

I was reading this article about a Ukranian tourist injured on his motorcycle by a truck driver who accidentally swerved into him, and then drove off without making sure that his victim was okay. (That's about par for the course in Thailand.)

That reminded me of a conversation the other night at Stan's house where we were talking to a couple from Vietnam.

Apparently in Vietnam, if you kill a person in an accident, you have to pay about $2,500 to the deceased's family... one time fee, and it's over with. However, if you permanently disable a person in an accident, you bear a financial responsibility to that person for the rest of his or her life.

Therefore, in Vietnam, it is common for people — after causing an accident — to take their cars and back up over the injured person they just hit in order to kill him or her in order to avoid any long-term financial responsibility to that person.

Well... that's what my dining companions told me, and they seemed perfectly sincere. However, I've googled to try to find corroborating evidence and can't come up with a combination of search terms that gives me any results.
